Yes, I believe you are correct. If you've used the old fee structure in July 2007, you need to pay for EAD/AP renewal each time.

Guys pls lets keep these contorversial discussions out of here. Yes it is a valid point that H4s shud be allowed to work. However we cannot compare the US immigration system to the Australian one. They are 2 very different systems and the Blunt truth is, if you like the Australian system better go there :)
Let us keep the thoughts positive and constructive, instead of opening a can of worms like "racism" and "discrimination". These things are VERY hard to prove and may not even be realistic to go after.
What we Can do is, point out that L2's can work but H4's cant. In my opinion atleast, that is a fair comparision. Apples to Apples.
1) H1 and L1 can BOTH apply for GCs
2) H1 and L1 can BOTH work here in the US
3) H4's cannot work but L2's can.
This is a simpler argument coz L1's can come from any country and their spouses can still work.

First of all - THANK YOU. It's because of IV I am happy today with EAD cards on hand. I will never forget what IV did for me and thousands of GC applications in July. I can't forget the despair and the smiles IV brought back to our lives.
Probable reason - less motivated for couple of reasons which are already spelled out on this forum by others.
However I hoped to be part of rally towards the end. But couldn't. My parents came to USA last Friday. I did plan to combine my parents D.C tour with IV rally. But as such we happened to drop-in to D.C, unexpectedly, from Baltimore on Sunday itself. And on Tuesday 9/18 - all important day, we were busy packing to other attractions....

We were aghast and speech-less. So there was that burning-sensation in our tummies that took us to streets and greet the USCIS chief with bloody flowers!!
D.C rally has been strategic one. Somewhere in the beginning of the game, we pushed wrong buttons in marketing/selling the strategy or signing up people for the D.C rally. I remember very very few messages on the rally forums and tons and 100s of messages on "July 2" forum.
All senior fellows and the 1000+ members who made it to rally - have you surprised why there is NO 5000 - 10000 attendance.
Some more pointers to my thoughts -
> I can't associate all IV handles with real people easily.
> I don't know who is what (like in organizations we have people associated with certain responsibilities).
> Has anyone ever asked whether we should mention our association with IV in 485 application? And the repercussions?

Who said EB3 India will not forward next year? Did DOS say that? An individual lawyer is not Dept. Of State. I would like to see a written proof from DOS saying this so that we can plan ahead.
There were many naysayers for the July 2007 bulletin. But IV was able to get it current again. So stop believing in predictions and believe in yourself.

Pappu, I bet you must be in a better position than me to know (not to decide, ofcourse) about the plight of this bill. I would be surprised if you deny.

The good news: the CIS backlog isn't as big as previously feared and their productivity is at an all time high;
More good news: China EB3 had almost caught up with worldwide EB3 and is likely to do so next year;
The bad news: when visa numbers become available again, India EB3 is going to be back where it was almost a year ago and it is not likely to move forward much in the next fiscal year.
More bad news: 40% to 45% of the entire backlog is Indian EB2 and EB3.
And barring, July 2007, EB3 I has moved only inches in the last 2-3 years and that's how much it would move in the next 2-3 years (and that's assuming a similar efficiency pattern that USCIS exhibited this year).
I am not trying to open a new can of worms here but reminding of an old one that is already existing - EB3 India. The most priviliged to remain in this god damn queue for as long as they wish and even beyond that.

The reason some of us long timers at IV are ired with the Ombudsman is because this drives us off message. We end up discussing non relevant topics.
We have one goal. Relief for thousands of us who are stuck in limbo because of antiquated immigration policies for skilled immigrants.
Today is a good day for us. Why? Because any change is better than the do nothing congress before this one. We need to be energized and reinvigorated to take this race to the finish line.
In times like this the Ombudsman is a distraction. His views are a distraction. When you start feeling helpless or get the age old feeling that nothing will happen, you have lost the battle.

When I applied for EAD in NSC (paper file) it took 45 days to approve. Now I applied EAD for spouse on June 10th, no update so far.

Well, I've got a few reasons.
1. I don't like the attitude that comes along with the people that speak it.
2. I just don't like the language.
3. I don't live anywhere close to a place where I must know Hindi to survive.
4. The Indian Constitution recognises English as a subsidiary official language.
5. If I have survived as long as I have without knowing Hindi, I'm sure I can survive without knowing Hindi for the rest of my life.

Personally, I feel state chapters is a not-working concept. Having bigger chapters like TriState, Midwest... and better still 'East Coast chapter' is a face saver until we have sufficient numbers. There should we a minimum threshold say 40-50 [I'm keeping it low] members to sanction a state chapter.
I question why there should even be a MI chapter, when there are hardly 3-4 (am I exaggerating?) active members and the newsgroup is dead for all purposes? It's depressing and demotivating. We are better off in bigger regional groups until we have sufficient numbers to justify a chapter [ supply to follow demand, and not vice versa].
Right now, active members in not-so-active state chapters feel abandoned. They don't have an active chapter, and active chapters in other states don't want them ( go to your own). For e.g in there was no MI chapter, I would be a member of Midwest chapter or East Coast chapter, adding numbers to those.
State chapters were formed earlier. Then at NY, tikka came up with a brialliant idea of clubbing nearby states so that numbers rise. So we formed Tri State chapter.
We do have close to 80 people in the list and is growing, and PA members now have been able to revive their chapter.

Are they going to redo the amendment process in S.1639 for the already agreed amendment through S.1348?
One change I noticed.
Now people can continue in the old system if the I-140 was approved or pending before the first day of the fiscal year subsequent to the the bill being enacted. So if the bill is passed right away, you need to have filed your I-140 before Oct 1 2007.

Thought this may be some helpful information. I contacted an attorney and she showed me a recent circular (dtd. Spet 26) from AILA about premature I-485 approvals and how that can be corrected through an AILA liasion. So, Alias, looks like your attorney followed the same procedure.

Congratulations to all who can file for 485.
I am assuming , those who are eligible can file for 485 during the entire month of July , irrespective of next bulletin for August that will be released sometime between Jul 10th and 15th. (Can some one please confirm.)

Folks,
Here is the new record. Both mine and my wife's got approved within 10 days. Received/Notice date: June 16th. Got the approval emails today June 26th.
This was at TSC and we had done paper filing through my company lawyer.
Looks like they want to milk us again next year for another renewal.
